Solution
On the host where the service should be running start gpedit.msc. Expand "[Local Computer Policy]\[Windows Settings]\[Security Settings]\[Local Policies]". Click [User Rights Assignment].
On the right-hand pane double-click the "Log on as a service" policy.
Add the user on behalf of which you're going to run the service. Apply the changes.
